Outdoor 2026 Rules
Referee and team reference based on the Kawartha Senior Soccer League Rules and Regulations document.

1. League

The executive shall determine the schedule and divisions as they see fit for the maximum benefit of the league and its members.

2. Season

The outdoor playing season will run from mid-May to end of October. Actual opening and closing dates will vary and will be set by the executive.

The season will consist of regular league and cup matches, with the format set by the executive.

3. Membership and Team Representatives

Every team shall have a team representative who will act as the main contact for the league and must provide phone and email contact information.

Team representatives are responsible for ensuring all required registration forms are properly completed and remitted with payment at least one week before the competition start date. Player start date is at the discretion of the administrator.

Team representatives must ensure every player submits an OSA player book for authorization. In the absence of a player book, a passport sized photograph must be submitted to create one.

Team representatives are required to attend all league meetings and vote on behalf of their team.

All members shall:

  • Comply with the constitution to remain in good standing.
  • Remit all outstanding fees owed to the league as required.
  • Ensure their OSA player book is with them at every game.

A team rep is to pay one half of the membership fee before the beginning of the league. A team rep who complies with the required tasks during the outdoor season will be awarded the fee paid, minus the ECOSA administrative fee, at the end of the season.

  • Attend all team rep meetings or send a team representative in their absence.
  • Maintain a good team reputation with league officials, including having the team ready to start games on time with team net, game sheet, and corner flags ready.

4. Registration

  1. The KSSL operates as a level II district league as defined by ECOSA. All players must be registered as recreational.
  2. Each team is permitted to sign a maximum of four competitive level players during the outdoor season.
  3. Teams may increase the number of competitive players per team in equal increments, one additional competitive player at a time only after all teams have reached the same number of competitive players.
  4. Any team may waive their right to an equal allotment of competitive players.
  5. A competitive player is defined as any player registered in the OSL or CSL within a calendar year who is 19 years of age or older.
  6. Players must be 16 years of age or older at the time of registration.
  7. All players will sign official forms supplied by the OSA, providing all pertinent data.
  8. Each team may sign up to 23 players but dress only up to 18 for each game.

5. Fees

All fees will be set by the executive and paid on dates set by the executive.

6. Transfers

  1. Transfers will not be permitted after July 15.
  2. If a player has not played for 7 days and wishes to transfer to another team, they may apply to the executive in writing. The executive will make a decision within 7 days of receiving the application.
  3. Any transfer fees that apply will be paid by the new team to the old team from which the player is transferred.

7. Player Movement

  1. Movement from premier division players to a first division team will not be permitted, except with executive council approval.
  2. Movement from first division teams to premier division will be permitted.

8. General League Rules

  1. In league matches, final game results stand unless changed by successful appeal to the executive.
  2. A game in the outdoor season is considered played if 65 minutes or more has elapsed.
  3. If a winner must be determined outdoors, 2 x 10 minute halves of overtime will be played, sunlight permitting. The full time will be played and the result will stand.
  4. If teams are still tied after outdoor overtime, penalty kicks will be used. Five kickers from each team shall be the first round, consisting of any player from that team who was on the field at the conclusion of overtime.
  5. If teams are still tied after the first five penalties, single shooters will decide the outcome, rotating between teams until one team scores and the other does not. Shooters must make a full rotation through the team before a second shot may be taken. All shooters must have been on the field at the conclusion of overtime.
  6. League standings tie breakers are: head to head record, goal difference, fewest goals against, most wins, then play a game.
  7. No team may intentionally forfeit a match. If a forfeit occurs, the forfeiting team will be noted as conceding 3 goals while scoring zero.
  8. The referee will make the final decision as to the safety of the playing surface at kick-off, unless already determined by the executive.
  9. Requests to change the schedule must be made at least seven days before the fixture.
  10. Every team may request a maximum of two schedule changes per season.
  11. Players are deemed eligible to play regardless of arrival time to the field.
  12. Substitutions are allowed on own throw-ins. Piggy-backing on opponent throw-ins is allowed if the opponent makes substitutions.
  13. During kickoff or after a goal, the ball can be kicked directly backwards. It does not have to go forward first.

9. Discipline

All red cards are reviewed by the executive and may lead to member probation.

If probation applies, the probation period shall be set at no less than one calendar year from the member's restart date.

Red cards acquired during probation will be reviewed by the executive and further disciplinary action may be taken beyond the actions taken by ECOSA.
